What We the People Need To Do.
We must first pass a formal “Consideration of the Notion for A Possibility (CNAP)” for a Third Continental Congress.

There is simply too much at stake.
Ai is already taking our jobs (look at local newsroom layoffs), we have a Planet Currently in Reaction (PCR) [Planetary Quickening, climate change, global warming, whatever we want to call it], and we’re at each others throats. We don’t know that new technology will create more jobs in perpetuity, regarding earth we don’t know where the next climate equilibrium point will be, and one of us proving the other wrong isn’t going to ensure the next generation(s) has a future. We need to find a new future and to do that we need to converse, truly converse. What is the reality we find ourselves in and how do we move forward productively again? What does productivity mean in a potential abundance reality? What are our goals? In these times we need a New Continental Congress not an originalist orgy (amendments), we should invite the whole world, after all it’s their future too.
A Continental Congress /= A Constitutional Convention
What is needed is some clarifications and additions to our
DraftConstitution-v2.27 that we’ve been governing with all these years.
Sure we, could change a lot of the language with a Constitutional Convention, but I think we have more to do than just amendments like banning drinking again, repealing the 16th amendment, or giving people the rights their own bodies (and AI the right to it’s mind), and and and.
We the People have a lot of things to address, whether it be the cost of a big mac, the hair color of our neighbor, or how fast the glaciers are melting. Perhaps we need to have a 4th and 5th Branch of Government, or add a 6th estate. Perhaps we need a council of 7 instead of a President and we elect them like a fantasy sports draft. Perhaps the Courts need sofas instead of benches.
I’m just saying, we should think outside the box given the gravity of our disfunction. Gravity too seems ripe for a rethinking as we seek to cultivate the solar system. For instance perhaps once we capture all the smog surrounding Jupiter and turn it into interstellar fuel, then ship in the water from Europa the planet might provide the resources for interstellar travel. What does a government structure that can administer earth, mars and that look like. We don’t want to become Venus?
So what does a re-foundation look like?

The Process
Redoing the Constitution isn’t the simple task of electing a dictator or devolving into anarchy or civil war, it’s a concrete (third definition) process implied by the Founding Documents which involves multiple steps, deliberation, and decisions. The Answer isn’t easy, but the general steps are potentially laid out below.
The Consideration of the Notion for A Possibility (CNAP)
We the People must first pass a CNAP for the Possibility of a New Continental Congress, A National Direct Ballot Initative (NDBI) which would create a Task-force on Recruiting an Exploratory Committee.
The Task-force on Recruiting an Exploratory Committee (TREC)
The first step after a CNAP, a TREC, involves a group of individuals who will direct the process of finding the 13 members of the Exploratory Committee of the Refoundation.
A New Continental Congress?!
The climate is changing or it doesn’t matter!

The Exploratory Committee of the Refoundation (ECR)
The Exploratory Committee of the Refoundation will access the possibility, define the goals, and synergize the stakeholders to commence a 3rd Congress, when the ECR, by a majority of 2, decides it’s Possible and Pertinant to move forward a Tribunal of The Branches (TTB) will be formed.
A New Continental Congress
With the process designed by the TTB the Invited Sovereignties will begin electing local and digital leaders to represent them at the New Continental Congress.
The Tribunal of the Branches (TTB)
The TTB is tasked with hearing voices from the current n=B ranches of Government, to offer individual recommendations for outcomes and agree on an overall process for the people to remake their Government peacefully. If the TTB cannot reach a unanimous decision of how to Commence a Third Continental Congress or otherly named Refoundation process, another NDBI, a Status Quo Acceptance Compact will be automatically triggered.
Status Quo Acceptance Compact (SQAC)
A SQAC is an agreement of the citizens of the United States of America that the country should remain the same, that the possibility of a New Continental Congress should be shelved. Upon it’s passage the current draft constitution will remain in effect until the next passage of a CNAP. A SQAC automatically triggered if the TTB does not end in a unanimous decision of how to Commence a New Continental Congress. If a SQAC gets approved the vote ends the process entirely, and if declined forces the TTB to deliberate again with new representatives from the n=Branches of Government.
