The Tribunal of the Branches (TTB)

The TTB is tasked with hearing voices from the current n=Branches of Government, to offer individual recommendations for outcomes and agree on an overall process for the people to remake their Government peacefully. If the TTB cannot reach a unanimous decision of how to Commence a Third Continental Congress or otherly named Refoundation process, another NDBI, a Status Quo Acceptance Compact will be automatically triggered.
